Headingley sits directly west of Winnipeg, roughly 17 kilometres from downtown along Portage Avenue, covering just over 107 square kilometres with about 4,431 residents. It is a genuinely different building environment from the city, and Winnipeg Foundation Experts approaches it accordingly.

Septic Systems Are Part of the Assessment

This is the largest practical difference between Headingley and a city property. Headingley runs a low-pressure sewage system in which each household has its own two-chamber tank that pumps to the municipal treatment plant.

That means every property has a tank, a pump and a pressurised line buried somewhere near the house. All three can leak, and a leak is a continuous water source in soil close to a foundation. On heavy clay, a persistent underground leak produces exactly the saturation that pushes on basement walls.

We look at where the system sits and whether the ground around it behaves differently from the rest of the lot. It is not something a city assessment ever has to consider.

Newer Housing, Different Problems

Around 89 percent of occupied dwellings here are single detached houses, and 46.7 percent have four or more bedrooms, which reflects large-lot residential development. A great many were built within the last fifteen years, in subdivisions including Monterey Park, Headingley North and Taylor Farm.

Newer foundations mean fewer structural failures and more drainage issues. Backfill around a recent build settles for several years, and as it does the grade that was correct at handover starts sloping back toward the house. That is the single most common thing we correct on newer properties, and it is inexpensive when caught early.

The Assiniboine and the Water Supply

The Assiniboine River runs through the municipality, with South Headingley on the south bank. Municipal water is drawn from the river through an intake in the RM of Cartier and pumped to the Headingley treatment plant.

The Cartier Regional Water Co-op supplies eight rural municipalities from that source, and a 60-million-litre storage pond east of the plant allows the co-op to stop drawing from the river when quality drops, which typically happens in mid-spring and late summer.

Those two periods are worth noting for a different reason: they correspond to when the river is carrying the most silt and runoff, which is also when the ground around riverside properties is wettest.

Its Own Municipality Since 1992

Headingley was part of Winnipeg from 1 January 1972 until the end of 1992. Residents voted 86.7 percent for secession on 14 November 1991, citing municipal tax rates, and the RM was established on 9 May 1992 with first elections that June.

European settlement dates from around 1880, though John Taylor built a log cabin near the Assiniboine in 1871 and William Tait was operating a ferry from his farm by 1880. The CPR came through in 1882 and moved the economic centre from the river to the Portage Trail.
